Overview

The Community Assessment Team (CAT) is pleased to provide the third annual July 2003 Report Card. The CAT also publishes a more comprehensive community assessment every five years. The first was issued in 2001 and the next one is due in July 2006. This shorter yearly report provides the most recently available data in five areas:

1. Health and Safety
2. Social Cohesion, Culture, and Recreation
3. Employment, Economy, and Welfare
4. Housing and the Environment
5. Positive Development Through the Life Stages

Format

Data from Cortland County are compared to national, upstate ( a composite data of 57 upstate counties) and state data. Single-year data are provided unless the cases are very few, and then the number or rate is given as the average of 3-5 years of data. This report also includes Healthy People 2010 goals established by the federal government to be accomplished by the year 2010. These goals have served as guides in establishing our local priorities.

The apple symbol is used to indicate a favorable status and the magnifying glass indicates that the community should take a closer look at this particular area. The up and down arrows of the last column, "Cortland County Goal," signal the desired direction for the indicator.

Report Card Comparibility

Some data from the previous two report cards may not be comparable to these data because they were based on post census estimates from 1990. This report uses population projections based on 2000 census data. Some data herein are age adjusted (AA) or age and sex adjusted (AS) unlike previous years. These are noted with asterisks.

Community Participation

Members of the CAT believe that the community and not a select few should determine the priorities for the county. Thus, a broadly-based Blue Ribbon Committee (BRC) was created to assess the results of 20 focus groups, surveys from 1,400 citizens, and other community feedback. In June 2002 the BRC, using this wealth of knowledge from the community as well as objective data determined three sets of priorities in the areas of economic development, youth, and health. In December of 2002, they met again to refine the priorities into a strategic plan. This plan, seen below, will be an important contribution towards a comprehensive plan for the county.
