*In early 2000, Cortland was re-designated as a health professional shortage area (HPSA) for primary care and dental care services to the low-income population. The HPSA federal designator is assigned to areas where there is not a sufficient number of providers to meet the needs of the population. Determination is based on the number of hours per week of direct patient care, number of weeks wait for an appointment, number of Medicaid claims per provider and various demographic data.
Low income is defined as 200% of the federal poverty level; in 2001, 100% of poverty is $18,100 a year for a family of four, therefore 200% of poverty would be twice that or $36,200. Also see Table EW-21 for more complete information on the federal poverty levels.
