early 2000, Cortland was again designated as a primary
care health professional and dental health professional
shortage area (HPSA) for its low-income population.
Low income is defined as 200% of the federal poverty
level; in 2001, 100% of poverty is $17,650 a year for
a family of four, therefore 200% of poverty would be
