The first five items provide a snapshot of the number of cases (not individuals) on Social Services in the month of December. The rest are annual numbers.
In 1996, federal legislation created major changes in welfare. A five-year limit on receiving benefits and strong work initiatives were part of this legislation. The terminology changed as well. ADC, Aid to Families with Dependent Children became TANF (Temporary Assistance to Needy Families). Home Relief for people with no children became the Safety Net. TANF recipients who reach the 5 year limit and are unable to obtain employment are covered by the Safety Net, guaranteed by Article 17 of the NYS constitution. Food stamps and Medicaid were delinked from TANF and the SN. Those not on TANF/SN can quality for Food stamps or Medicaid separately. The cost of DSS is covered by federal, state and county funds.
