Cortland County Community Action Program (CAPCO)
CAPCO Head Start Program
Head Start is a federally funded program which provides free comprehensive services for low-income preschool children (ages 3-4) and their families. Head Start provides educational, family development, social, and health services. This is accomplished through a variety of experiences and activities in a home-based or center-based setting. The corner stone of the program is parent and community involvement.
